MANDARA ASSOCIATION OF RESIDENTS AND RATEPAYERS OPERATIONAL STRUCTURES – MARCH 2025
1. Introduction
- The pain and or frustration associated with criminal activities, poor service delivery like bad roads, ZESA power cuts, water unavailability and non-collection of garbage by the responsible entities encouraged residents to come together to establish the Mandara Association of Residents and Ratepayers (MARR).
- The jurisdiction of Mandara Association of Residents and Ratepayers (MARR) covers the quiet suburb best known as Mandara with eight (8) geographical community zones in the Harare City Council.
2. Objectives
The objectives of MARR are:
- Non-partisan and shall not be affiliated to nor serve the interests of any political party.
- To promote the wellbeing and quality of life and represent the interests of the residents living in the 'area of benefit' by acting as a collective voice and lobbing in matters which affect our rights regarding the management, maintenance and improvements of our homes, local amenities and the local environment in consultation with Harare City Council and other service providers.
3. Aims
The aims of MARR are to:
- Represent the interest of members.
- Ensure that all members are consulted regularly and that all residents eligible for membership are encouraged to join in.
- Promote community, social, educational and other such activities that are valuable to the residents of the area.
- Advocate for Improvement of facilities such as electricity, environmental protection, health, infrastructure development, roads, security, social services, sporting and recreational, water supply and sanitation.
- Help build a good relationship between residents, Harare City Council and other relevant stakeholders.
- Encourage a sense of community by encouraging mutual respect and tolerance and promoting a multi-racial society and opposing racism, sexism and other forms of discrimination and harassment.

6. Zonal Leaders
To ensure total coverage of the whole Mandara, leaders were identified to coordinate, spearhead and represent specific issues within the respective eight geographical zones. Zonal leaders are ex-officio members of the MARR main Committee. The following are zones and respective leaders:

7. Members' Support
The success of Mandara Association of Residents and Ratepayers rests on the commitment and support of the whole community. Financial support will be in the form of:
- Annual subscriptions, and
- Specific projects contributions.
